EVANSTON, Ill. -- Northwestern Universitys football players will cast ballots Friday on whether to form the nations first union for college athletes -- a potentially landmark vote that will be kept sealed for months and possibly years. The National Labor Relations Board said Thursday it will hear an appeal by Northwestern challenging the decision from a regional NLRB director who ruled the players are university employees and thus have the right to unionize. The board said the ballots will be impounded at least until it issues its decision later this year. If the case lands in court, it could be a far longer before the results of the vote are known. The vote comes one day after leaders at the NCAA endorsed a dramatic proposal to give its biggest and most powerful member schools the autonomy to make decisions for its athletes, including more robust funding of scholarships, the ability to address health concerns and other key areas. Union supporters say they are seeking guaranteed coverage of sports-related medical expenses for current and former players. There have been no raucous rallies or demonstrations on the 19,000-student campus just north of Chicago, just official notices about the vote posted near the Wildcats locker room. But there has been plenty of lobbying in the form private meetings, calls and emails, and everyone from coach Pat Fitzgerald to NCAA President Mark Emmert has called for a "no" vote. The 76 scholarship football players eligible to cast ballots know the spotlight is on them, said Ramogi Huma, president of the College Athletes Players Association, which would represent the players at the bargaining table if the pro-union side prevails. Some of the pressure they feel stems from dire Northwestern claims about the consequences of unionization, he said. "Theyre looking at anything and everything to invoke fear in the players," said Huma, a former UCLA linebacker and longtime critic of the NCAA. "We feel like some of the tactics are scare tactics." Northwestern, which is required by law to let the vote proceed, denies applying undue pressure on players to vote "no." However, it recently sent a 21-page question-and-answer document to the players outlining the problems with forming a union. In it, Northwestern said it hoped unionization would not lead to player strikes in the event of a dispute -- but if it did, replacement players could be brought in to cross picket lines. "The tension created in such a situation would be unprecedented and not in anyones best interest," it said. The school also said divisions could emerge between scholarship players eligible for union membership and walk-ons, coaches and staff. "There is no question but that the presence of a union would add tension in terms of creating an us versus them feeling between the players it would represent and those it would not," it said. Northwestern did not release the document publicly, but The Associated Press obtained a copy and a spokesman for the universitys athletic department, Paul Kennedy, verified its authenticity. Alan K. Cubbage, the schools vice-president for university relations, dismissed Humas suggestion that the school was using scare tactics "I would say strongly that Northwestern has conducted an election campaign ... according to the procedures and the rules of the NLRB," he said. When outgoing Northwestern quarterback Kain Colter announced in January that he would lead the drive to unionize, helped by CAPA and the United Steelworkers, he said nearly all of his fellow teammates were behind him. Safety Davion Fleming said his teammates slowly began to understand the issues arent clear-cut. "When the union talk initially started, it wasnt very clear what was going on," said Fleming, who cant vote because his eligibility is exhausted. "I think they didnt understand the implications." Huma said Northwestern seemed to be intentionally misconstruing the facts, and said the schools "subliminal messages" included the suggestion that a "yes" vote could throw their amateur status into question. "No one is taking about striking," he said. "They are trying to rattle players." The fight has been noticed by incoming recruits, too. "I went there for many reasons, more than just football," said Justin Jackson, a running back recruit from Carol Stream. "Theres no possible way that it would have deterred me from signing back in February." Like the players themselves, recruits and their families have a long list of potential questions should a football players union become a reality. One of the biggest issues is whether scholarships would be counted as taxable income. "I dont feel that were really in the position to get involved in anything like that with it yet," said Phil Jackson Sr., Justins father. "But it does obviously would have an impact on the students as far as the scholarship not being a grant but actually being considered income, yeah, that definitely would be a concern. "But at the same time we also understand theres some important issues that need to be hashed out and were kind of letting the process play itself out for right now." Trevor Siemian, who is expected to replace Colter as the starting quarterback, has said he will be voting against a union. "Ill say theres a significant number of guys on the team who feel the same as me," Siemian said earlier this month. Everything else for the Miami Marlins young ace went perfectly once again Tuesday night. Fernandez allowed two hits in eight stellar innings, Giancarlo Stanton hit a two-run homer and the Marlins opened a homestand by beating the Atlanta Braves 9-0 on Tuesday night. The scramble to find a starter began after Manuel sprained his right knee in a 37-24 loss to Cleveland on Thursday. The injury will not require surgery, but Manuel is expected to miss a few weeks, and potentially longer. The Bills had only one other quarterback on their roster, undrafted rookie Jeff Tuel, who struggled in replacing Manuel on Thursday. Tuel completed 8 of 20 passes for 80 yards and an interception that was returned for a touchdown. While the Toronto Maple Leafs signed head coach Randy Carlyle to a two-year extension on Thursday, the contract includes a team option for the final year. The four Western Hockey League teams based in Washington state and the league itself have been advised by the states department of labour and industries that an investigative team will expand a probe of major junior hockey to see whether teams have violated child labour laws. TSN has learned the teams and the WHL were told this week that the states attorney general has recommended a year-long investigation continue. Earlier this fall, Matt Erlich, a spokesman for the Washington Department of Labour and Industries, said his department had asked the attorney general for advice about whether to continue the investigation. In 2013, the department received a complaint about how much money the players were paid in relation to the time they worked. The allegation claimed players receive less than the states minimum wage. Four Washington WHL teams are being investigated: Seattle, Everett, Tri-Cities, and Spokane. Erlich said the complaint came from within the state. Now that the attorney general has recommended widening the probe, at least three investigators have been assigned to the case. They will conduct in-person interviews with WHL players and team staff and ask for written documentation in the coming months to see if there has been a violation of the industrial welfare act, Erlich told TSN. Most players in the WHL are teenagers and stay with host families during the season. The teams provide the room and board and a promise of university scholarships after their playing careers, so long as they dont go on to long careers in pro hockey. According to a recent lawsuit filed against the WHL and its parent Canadian Hockey League, the for-profit league has paid some players as little as $50 a week. Unifor, a union that wants to organize junior players, says players work about 1,000 hours during the course of the season. In Washington state, where the minimum wage is $9.32 an hour, that would mean each player should receive at least $9,320. WHL Commissioner Ron Robinson defending the league structure in an earlier statement. The Western Hockey League (WHL) Member Clubs in Washington are aware that the Washington State Department of Labor and Industries has been taking a look at junior hockey with regard to the status of our amateur players. Good morning Mr. F, First, thank you for helping to educate us fans about the rules of the game, and for sharing your stories. Second, my questions: What is the NHL policy on media and officials? Can they be on Twitter? Can they be interviewed by TSN? Can they publish a book? We rarely, if ever, see an active official make a comment off the ice. Is this because they dont have much to say, or because of restrictions? I could see referee interviews causing uproars among fans. Thanks!Kent Hi Kent: The policy the NHL has in place for their officials speaking to the media is clear and direct: NO COMMENT! All media access to the officials (interviews) must be cleared and granted through the office of Gary Meagher, Sr. Vice President Public Relations & Media Services. Gary is assisted by Julie Young, Manager of Public Relations. Once the content and nature of an interview is cleared, Julie is typically responsible for contacting the official and facilitating the interview. Both individuals are extremely professional and very good at their job. It was a treat to work with Julie Young because through her efforts things always went smoothly during the many times that I was requested for interviews. Social media is off-limits for all the officials! They are not allowed to have a Facebook or Twitter account as information could easily be misconstrued or deemed to be inappropriate. It is just another undesirable location that the officials could become accessible. After NBA referee Tim Donaghy was convicted on criminal charges and served time in federal prison for betting on games he officiated, NHL officials are "strongly discouraged" from entering casinos while travelling on NHL business. You can forget about reading a book written by any NHL officials until after they retire; unless perhaps it is a childrens coloring book! Other than the number on the back of their sweater (no names since 94) the league is most content when their officials are seen and not heard from. During the playoffs a supervisor (Officiating Manager) is assigned to each series. In the event that an explanation might be required for any reason, it is conveyed to the media through the series supervisor after he consults with the officiating crew. If a major controversy were to occur in game, Gary Meagher will typically craft a press release and/or instruct the supervisor as to the information that should be shared with the media. Personally, I preferred the day when a pool reporter was allowed into the refs room after a game to get the answer directly from the official who made the decision on the ice. I would rather explain the reason behind my decision than to have it communicated through a third party or worse yet not explained at all. On occasion, pertinent aspects of my explanation became lost in the transfer and delivery of information. There are even times when the only answer is that an honest mistake was made but I doubt youll hear about it! Some officials are media savvy while others are not. I know many officials that would get torn to shreds by the media if they became accessible following a game. The only time the press would be interested to hear what an official had to say would be following some sort of controversy. It is at times such as this when damage control is utilized. Most often however, there is a reasonable explanation for a refs decision that should become public. Players and coaches can provide post-game comments from an emotional and often biased perspective. Those are the sound bites and quotes that fans are left with even though the NHL can (and has) impose fines to players and team management when they impugn the officials publicly. To prevent embarrassment or limit the need for damage control by the NHL, it is most obvious that a broad policy has to apply which restricts all referees or linesmen from making public comments. I am under no such gag order so the best place to get a straight answer as we move into the 2013-14 Stanley Cup playoffs is right here at Cmon Ref! He immediately put his hand over his face and started walking toward the dugout. The Angels said he got stitches and then was taken to a hospital for further evaluation. The pitch by Matt West went over the bat and appeared to hit Cowgill flush on the face. It wasnt clear if the ball tipped off the bat before hitting Cowgill. Vancouver Canucks head coach John Tortorella wont be watching the gold medal game on Sunday between Canada and Sweden, but that doesnt mean hes not pulling for a team. Tortorella told The Vancouver Province hell be cheering for Team Sweden to win gold when they take on the defending Olympic champions on Sunday morning. "I hope Sweden wins, cause I dont think Hammer (Dan Hamhuis) is going to play, judging by whats happened. I dont think Lui (Roberto Luongo) is going to play.
